cannot open a change request

When the user tries to open a CR, he gets a pop up error message box that states:
propertyeditor.StandardCRform.ChangeRequestLauncher
Any idea what would cause this? He has never been able to open CRs.

Probably this user does not have sufficient access rights to "StarFlow
Extensions" project.
To test this hypothesis, logon as this user and try to checkout
*.propertyeditor.xml" from that project.

No that did not help. The "all user" category has read access to the starflow extensions project.

To get a more detailed error message, you could change "locator" to
"locatordebug" in your alternate property editor tab of project properties.

You might want to check to see if all users have access rights to check
out, see files, and See history.
