Try reading the instructions that have been posted time and time again
(really, have you heard of google??) To see the activeX control, YOU
MUST HAVE A TYPE LIB PROJECT OPEN.
Here's the steps:
1) Start with no projects open.
2) Go to file menu and select new ->other
3) select type library (note ActiveX control icon is not showing)
After that you should have
library Project1;
uses
ComServ;
exports
DllGetClassObject,
DllCanUnloadNow,
DllRegisterServer,
DllUnregisterServer;
{$R *.RES}
begin
end.
Now go back to file ->new ->other and voila. There is the ActiveX icon.

Edit: should be 3) select ActiveX library as the resultant code showed.
