Is there any way to place a group header band in the center of the
page? The report has to look like this:

+-----------

+-----------

+-----------
+ Page end
+ ----------

Any help would be appreciated.

How would you guarantee that the details under the title don't go 3/4 of the
way down the page? Would you then skip to the next page?

It is guaranteed by the nature of the data. Yearly summaries. The
problem was solved by writing a HTML generator. Banded report
generators aren't everything.
