the txt file is something like:
a1,b1,c1,dn,
..............
an,bn,cn,dn,

You can create an External File in the Database itself to point to the external
file and then do an insert into with a select statement selecting the records
from the txt file and then drop the external file.  This is covered in the
language guide.
