If I had to guess, it is because of the parenting issue of selecting items
which isn't a problem when only selecting single items like a file list. The
CONTROL key is used to select child items of a control by dragging the
selection over the desired child controls. It doesn't allow selecting items
outside the control of the parent.
That's the best I could come up with when I first thought about it. Then, I
just got used to it and it hasn't bothered me since. :-)
