Unable to load dbExpOra.dll - but dbExpOra is linked

Hi all.
I have 4 applications on a 2003 server, all of which have dbExpOra
staticly linked into their projects.
One of these fails, with the error message 'Unable to Load dbExpOra.dll'.
It may be significant that the one failing app is a Midas App server,
though I am not sure why.
I am using D7.1, Oracle 9i.
Can anyone suggest why an app might try to load the dll, even though the
Library is linked in ?
