Jpeg access violation in D7

Hi all,
does anyone know why Delphi 7 gives an access violation error
when trying to load a Jpeg image from a file or stream ?
Even the sample that comes with Delphi 7 don't work !
I've been looking around on the net and apparently, I am not the only one,
but I found no answer.
Is it because I am still working with Win ME?
The same samples work fine in D6.
