Minimized Icon to always stay on top ??

Hi,
does anyone know how to make the Minimized program icon to *always* stay on top
of the Desktop? I can only make my main form *always* stay on top if it's not maximized. (a good eg of what I'm referring to is the Chat program in Windows Workgroups.
