You have to include the BDE in your db apps. Fortunally, InstallShield
can help you to include into your install program all your users need.
Remember to configure your InstallShield' proyect considering your
databases, aliases, dlls, etc.

Because installing the BDE is a complex process your Delphi license requires
that you use a Borland certified installation program to distribute the BDE.
You can use InstallShield Express, which comes with Delphi, or a more
powerful third party program such as Wise installation system.
