Sorry, less than 250 people have "signed" it. Most used multiple votes to
reach
the 657 votes.

How many is 'less than 250'? How did you determine that? Is it publicly
accessible information?
Even so, in the context of this discussion 249 is still a significant number
as the number who signed the C++Builder letter was ~350.

I think a QC client could display that information, yes. Not positive.
It would be a good metric to display on a report:
- # of votes
- # of unique voters
- avg # of votes/voter

At first blush, you might think that. It was also a very different
scenario when people provided details on how they use C++Builder and so
on.
Also, while the C++Builder letter helped, please don't assign too much
importance to it. It was only ONE factor, of several that were more
compelling, which helped decide on Borland's direction of a new
C++Builder inside Delphi.
And sorry, but I am not free to share the details on the other factors.

It very much depends who those people are. I'd be willing to bet it
would take very few signatures if they were from the right people (ie
the biggest customers).

right people would do a lot better than something on QC.
