I am having trouble position bands on a QR2.0j page. I need memos to
expand so I am putting them as detail bands, yet I do not seem to be
able to control the order they appear on the page. I can move them
about by changing to column header and to group footer then to detail
but it is very difficult to do this in the right order with several
bands.

Having finally got the three memo bands how I want them, I then try to
add a Page Footer and it places itself above the three bands (now
rbDetail) and they do not print.

Is there a problem or should I do this in another way?

Assuming the three memos are from the same dataset I think you need to
make the second and third bands child bands.
