Delphi 5 where is the Resource DLL Wizard?

Hello,
on the borland homepage under Delphi 5 feature list is said, that the
standard version doesnt support Frames but supports the resource dll
wizard. I bought it now and it is the opposite. I was very happy that frames
are supported and very angry that the resource dll wizard is not in the
standard version. Why this?
