A company we work with has been having issues with their Borland 2006 and
are looking for a good developer to come in and try to fix the problems.
Where is the best place to find a developer that has used Delphi in recent
history?

consulting services. You can check the teamb.borland.com Web site. It
might help to know where the client is physically located.
