I am sucessfully using OO4O with Delphi.
Sample;

{$APPTYPE CONSOLE}
uses comobj;
Var
   OraDataBase : OleVariant;

   Writeln('Connect to OLE server');
   OraSession := CreateOleObject('OracleInProcServer.XOrasession');

   Writeln('Select data');
   OraDynaSet  := OraDataBase.CreateDynaSet['select * from tab',0];

     Oradynaset.MoveNext;
    end;
