fsStayOnTop doesn't work in Delphi 2

Hello,

There is a wellknown problem in Delphi 1 regarding fsStayOnTop
(only the mainform can have this property set, all other forms
created from the main form simply ignores it).

It is possible to fix this using LDIALOGS (works great) in D1. But to
my big surprise, I'm experiencing exactly the same problem in
Delphi *2*!

Any ideas?
