how to declare and manage cursor in Delphi explicitly

In Pro*Cobol and Developer/2000 under Oracle,
A cursor can be declared explicitly and then, open the cursor,
fetch cursor record by record and close the cursor finally.

How to do it inside a Delphi unit equivalently?
