Win-API Functions RASDial and RASHangup under Delphi ?

I'm trying to use these two API-Functions under Delphi 5 for dailing in
and{*word*154} up a simple modem connection, but no way works. Neither
rasapi32.lib is linkable, nor direct access to rasapi.dll is possible.
Does anybody know why, and perhaps how to use these functions ?
Any help would be appreciated.

http://pics.webset.de/ has a RasUnit somewhere at the components page.
