Delphi 4 hang up at start under Win98 SE

Hello
We have installed Delphi 4 under Win98 SE on a PC104 Hardware (Pentium
166 MMX).
We cannot start Delphi 4 , the Task is{*word*154} and nothing is displayed.

Ctrl+Alt+Delete  and killing the Task :-(
Can anyone help us ?

a. Download and install the Delphi 4.03 update (see
http://www.borland.com/devsupport/delphi/downloads/)
b. If your system contains a S3 video card you should read the suggestions
on http://community.borland.com/article/0,1410,18800,00.html.

I installed it on exactly the same setup with the same result. Setting
hardware acceleration to the minimum not only effected a cure but actually
runs other applications much faster on my 4MB S3 Video card !!!
Hope this helps as a quick fix.
