Hi,
I've made a comment to QC entry 23693 with more info. Could someone from
Borland open that report again? My comment holds the solution as well. :-)

May I suggest when trying to bring attention to a particular
QualityCentral report, that you include the title and URL for
the report to make it easier for the reader to know if they
should be interested and, if so, to view the report.
For example:
Title: ServerCharSet-param Error with DBExpress 2.5 DLL
qc.borland.com/wc/qcmain.aspx
