A managed application requires a .NET runtime environment.
A unmanaged application does not require a .NET runtime environment.
Since a managed application cannot run without a .NET runtime environment
it cannot be a unmanaged application.

And closer to home, are BDS and VS.NET managed apps since they require .NET?
