TAPI from Delphi Informant - doesn't work

I've noticed postings on DejaNews about the Delphi-TAPI from the July-Sept.
issues of the Delphi Informant. Sorry, folks, but this will NOT install
properly. If any knows of any fixes, please let me know. I tried to install
the components from the Delphi Informant articles, but all I get are errors
"A device attached to the system is not functioning." I have no idea what
that means.

Delphi 4/Std.
