Uh, no.  There is an option in msdos.sys (although I don't believe it's
included by default and it defaults to =1) that does allow that, but
it just toggles whether you see a command prompt or go straight into
W95 at boot time.  You can still do a drop-to-DOS after shutdown
regardless of that flag's setting.  (I've actually tested this too :)
