Can anyone give me a practical example of where I would
use the property IBTransaction1.Idletimer?

IdleTimer is just how long with no activity on the transaction before the
DefaultAction should fire.  Holding a transaction open for long periods of time
especially when the user is not doing anything is not a good idea.
