TDateTimePicker has a leap year bug

The TDateTimePicker has a leap year bug in that every leap year if you boot
your computer on Feb 29, 2000 (or 1996, or 2004) no year will be shown. If
the day rolls over to March 1, 2000 the year still is missing. Any other
date of booting or roll over works OK.

Has anyone else run into this? Fixed it?

It's a Microsoft bug.  Update your system.
