Rebuilding a Paradox table with TUTIL32.DLL does pack the table. Calling
DbiDoRestructure and doing anything that changes the physical structure of
the table (adding a column, dropping a column, changing the block size) also
packs it. Doing anything with the pack flag set packs the table.
