Panel that stays on top of all apps

Hello

How can I make a panel that stays on top of all applications (like ICQ
main form)?
Any help highly appreciated.

I don't know what ICQ's main form looks like, but create a form with a
panel on it and
make the form (Formstyle I guess, check where it says Normalform and/or
MDIChild) and make the form StayOnTop.
