If you have made hundreds of QR1.1 reports, then you are far more
experienced with it than I am.

One lesson I have learned for that kind of situations though, s{*word*99}
that problematic report, and write it again from nil. I don't know
what has been the problem with some of my earlier reports, I have
not been able to find the exact reason. Rewrite usually has helped
with it.

Sometimes it may be just the creation order of some QR-bands or some
controls, and that report goes woods.
