VCLDB.dcp missing

VCLDB.dcp missing

hi!

after installing delphi 6 personal edition i wanted to compile a component
which i had downloaded. it requires VCLDB.DCP. but this file is not where it
is supposed to be in {Delphi6}\Lib.

what did i do wrong?
where can i get this file?

The personal edition doesn't contain database functionality.
