How to open Access 97 tables with USER Level Security, using ADO?

IT WORKS!!!!

I found that the solution was not only having the "System Database=" line in
the ConnectionString, but also including the following:  "Jet OLEDB:System
Database="

Here is working source code that opens the database and allows access to the
tables even though user-level security is enabled:
