Windows LNK files(eg. start menu shortcuts)

Hello everybody-peeps,
  Does anyone know the structure of the LNK files found in the Windows 9x
start menu?
Or perhaps of a component or DLL to handle the creation of suchlike things?
(Actually if you could email any suggestions that would be marvellous.)

Windows itself provides the interface IShellLink (and IPersistFile) to
deal with these files.
