Why can't Delphi 2.0 do 16-bit like Borland C++

If Borland's C++ can go 16-bit and even go as far to recreate the
new Win95 control for 16-bit, why doesn't Delphi have the same
functionality? I am not complaining, but Borland definately has
the knowledge to do so.
