Disabling access to windows beneath Modal window?

Disabling access to windows beneath Modal window?

I'm trying to write a simple little screen lock utility. I'm using the
SPI_SCREENSAVER
function to disable the Ctrl-alt-delete keys but I can't seem to figure out
how to disable
access to anything behind the window.

Any suggestions?
