Win32 API function failed

Hi,
What does this error mean (Win98, Delphi 3 prof.):

Exception EWin32Error in module VCL30.DPL
A Win32 API function failed

This only occurs when Delphi IDE is running.

I typically get this message if I have a large number of units open and have
thus come to believe that it means windows is running out of resources.
