Pls Help. Urgent C question

i'd like some help in the following pls for C

I need to write a program that does the following

- specify  a value
- open a csv file
- sort the csv file from 60 numbers
- find the 5 nearest matchs to the specified value
- display results
- save results to a file

Er .... the .activex group probably isn't the best place to post
questions of this nature. :)
