How to control the mouse pointer?

I want to make an application (desktop locker) that takes full
controll over the mouse. That is, when the application is launched a
double click on another application icon is rejected or the mouse is
totaly disabled. In addition it should not be possible to access (set
focus?) to another application or its desktop icon.
Any ideas how to make such an application (details please (API's or
others)).
