Has the new open letter been released yet? If so, where is it? If not,
WHERE IS IT?

Oct 17th will be the first letter about some BCBX stuff. Not clear on
exactly what that letter will cover. But the Oct 17 letter will not be
about VCL. That second VCL letter comes at some unspecified time after
the Oct 17 letter.
