Hi
I install C++ Builder and its patch in disk D. now I format disk C and
reinstall Windows.
C++ Builder installer have a "install registry only", I use it resume my
C++ Builder. now CBuilder is work.
I don't know if I still have something need to do. or it's all. because
I no reinstall patchs.

If the "Registry Only" install solved the problem, then your Registry was
probably missing some C++Builder keys the first time around.
To clarify - did you just do a normal reinstall of C++Builder, or did you do
ONLY a "Registry Only" install?

windows\system\ directory. copy they to CBuilder\bin\, BCB IDE shall be
resume work.
Not everything can be resume.
