Hello,
I want change Environment Variables BDSPROJECTDIR, changed item add in User
overrides list,
but no effect ! why ?

It is an unimplemented feature! (QC Report #10265)

Modify registry value:
HKEY_CURRENT_USER\Software\Borland\BDS\4.0\Globals\DefaultProjectsDirectory
to your project directory.
