I had the same error with TurboC++ and I solved it. The error message also told a class is not registered. In the Borland-Bin directory registering classes with 'regasm Borland.Studio.Toolsets.dll' shows 'vjslib' is missing. After installing the Visual-J# Redistributable Package from www.microsoft.com/downloads/details.aspx regasm succeed and TurboC++ run.

Having V2.0 of Visual J# Redistributable Package will not do. I had to
install V1.1.

I've also had to reinstall in the repair current installation mode to
get it working.
