TActionMainMenuBar steals focus

It seems that the focus is taken away from MDI child forms when any action
within the menu, of type TActionMainMenuBar, is clicked. This causes the
FormDeactivate method of the child to be called. This did not happen with
normal menus. Is this behaviour by design? How can I avoid it?
