Form DLL navigation keys not working.

Form DLL navigation keys not working.

I have a builder form (BCB4) in a DLL. When this form is accessed, the
navigation keys ("tab", "shift-tab", Alt-short cut keys) no longer function
and I get the invalid "ding" sound. The same set of code is also compiled
into an executable and the navigation keys work there.

Any one have clues as to why?
