What DXSDK version do you have ? I use the April 2005 one. To get it,

first uninstall the other DXSDK's you have on your computer, then go
here to get it :
www.microsoft.com/downloads/details.aspx
After you install it, you should have a d3dx9_25.dll in your
Windows\System directory.

You can download the DirectX 7.0a SDK from bcb-tools.com
It's no longer available from Microsoft.

I think that you'll need the DX 7 SDK to be able to use that article.
You might be able to find it for download on MSDN, but I'm not sure.
