Bug with the scrolling of a DBLookupListBox?

If you make a DBLookupListBox that is around height 433 or longer and then fill it up with entries (a few more than can be all shown at once in the listbox) and then try to select on certain list items in the middle with your mouse....you can't. It will either jump up / down 1-3 places. You can only select those middle items with your keyboard. This is extremely aggravating.
Anyone have any ideas on how to get this to stop doing this?
Can someone else verify that this is happening to them too?
Also what is the best way to report this bug to Devco?

A small follow-up. If you have a really long list the mouse hopping effect thankfully appears to stop. But the scroll bar...the thing is pratically useless...since it appears that the little button that you use to scroll up and down can either be exactly in the middle or at the top or bottom and no other places. The scrollbar on the listbox is just so much more functional and relevant to the actually position.

After doing some more research on this problem I am having with this control....I have found other users that have had similar problems all the way back from 1999. Apparently Borland / Devco never takes the time to improve / fix their very dated components.
