Windows 2003 does not allow excution of CGI generated from C++Builder

I installed a full Borland C++ Builder 5 on my Windows 2003, create a
simple one line CGI program, with <h1>Hello!</h1>. But I cannot run
it. Why is it so?
I can do the same on Windows 2000. Is there any thing in Windows 2003
to stop the excution of CGI generating by Borland C++Builder?
Any help will be most appreciated

I created a CGI webservice application. It works fine in Win2k but I can't
get it to work in Win2003 Server. I get a "CGI Error - The Applicataion
misbehaved by not ...".
Personaly I think that the new IIS6.0 is causing the trouble. I tried a lot
of possible solutions but without any luck. (even giving the IUSR admin
rights and copying all the bpl and dll's in the $system$/system32/inesrv
folder.)
All tips our helpfull links are appreciated.

PS Converting the application to an ISAPI did work. But I don't want to
recall all the applications in the field that are calling the webservice.
