The TBitmap help file says:
A bitmap is a powerful graphics object used to create, manipulate (scale,
scroll, rotate, and paint), and store images in memory and as files on a
disk.
Where is the method to rotate it?

Not directly. You have to manipulate the underlying pixel data for that,

There is none, but there was one posted in this thread
