All prereqs installed and up to date?
Previous 'test' versions of update 2 uninstalled completely?
I had to actually uninstall and reinstall the whole BDS to get the final
update2 installed properly.
Any installation log files generated that might give a clue?

No, nothing. I ran the msiexec in full debug. The last lines:
