I don't know about a component, but you can download a project from my web
site that builds a DLL which reads and writes JPEG files.  An example app is
provided that shows you how to display JPEGs with BC++ 5.02/OWL.  A Builder
example app is provided as well.

BTW, this newsgroup is for Builder.  BC++ questions should be posted in
newsgroups devoted to BC++ (ex. borland.public.cpp.language,
borland.public.cpp.owl )

There is no componet per se, but the existing TImage component can easily
hold jpegs.  Include the jpeg.hpp file in you project; that has all the
pertinent code.  The TJPEGImage class holds jpeg data (you can load jpegs
from a file using the LoadFromFile member function), and you can just assign
a TJPEGImage image to be the picture for the TImage control.  Here's some
sample code that will load the picture hello.jpg into the TImage Image1

                TJPEGImage *JImage =
LoadJpegFromResource(world->currentroom->picture);
                if (JImage!=0){
                        TJPEGImage *JImage = new TJPEGImage;
                        JImage->LoadFromFile("hello.jpg");

                       Image1->Width  = JImage->Width;
                       Image1->Height = JImage->Height;
                       Image1->Picture->Assign(JImage);
            }
