Always-On-Top Taskbar isn't Always-On-Top

I've got the Windows98SE taskbar properties set such that Always on top and
Auto hide are both checked. When I start BCB5 the editor files etc come in
front of the taskbar (i.e. if I move the mouse cursor to the bottom of the
screen the taskbar pops up BEHIND the BCB5 ide). If I minimise the ide to
the taskbar and then click on the BCB5 taskbar icon then all is well
thereafter. I sometimes forget to do this though and then later, when I've
maybe 5 or 6 windows open, I have to minimise all these windows to get
access to the taskbar.

I've asked about this before on this forum so I'm not particularly confident
about getting a solution but could anyone tell me if they also suffer a
similar affliction when starting BCB5.

I have Windows 98 1st edition and BCB5 Pro with update pack 1, this doesn't
happen on my system.

Thanks Martin. At least now I know it's not standard and so is probably
solveable.
