I've noticed that when running a TCoolBar app, if I drag one band up
to another, that they both reside on the same line. That's good and
well, but when I try to drag one back down to the next line (band?),
the application still keeps both control bars on the same line. I've even
noticed this behavior in the Virtual List View Demo that's included
with Borland C++ Builder 5 Enterprise.

Is there any way to drag these child toolbars from a combined
line (band?) onto another line?  The ability to drag one band onto
another is great, but how do you seperate them again after this is
done by the user?
