Hi,
what is the reason for the project.refactor file?
Because all the refactoring/renaming are written in the project.jpx.local
file.

It's used for "distributed" refactoring. You don't check your
<project>.jpx.local file into a source code repository, but you can
check in the <project>.refactor file. Then people who are using your
code/library/API can check it out of the repository, and apply the same
refactoring to their code.
It's a powerful concept, especially for distributed/isolated teams.
